
Project 21 Ambassador William R. Hall III is a seasoned project controls and construction management professional with over 15 years of experience across the power generation, oil & gas, pipeline and infrastructure sectors. He currently serves as a program manager at JF Taylor Inc., supporting mission-critical operations at the Patuxent River Naval Air Base. A U.S. Army veteran, William served as an Assistant Operations Officer and Executive Officer, leading organizational training and operations for deployed units.
William is actively involved in public policy, economic development and historic preservation in Maryland. In 2022, he ran for County Commissioner President in St. Mary’s County and currently serves on the St. Mary’s County Planning Commission and the Economic Development Commission. He is also a member of the Executive Committee of the Tri-County Council Workforce Development Board and the Center for the Study of Democracy Advisory Board. Appointed by Governor Larry Hogan, William served on the Historic St. Mary’s City Commission and is a former member of the Historic St. Mary’s City Foundation.
William is passionate about mentorship, youth development and community uplift. He is the founder and president of Reach Back & Lift 1, a nonprofit organization focused on empowering underserved communities. He currently serves as the Basileus of the Chi Nu Nu Chapter of Omega Psi Phi Fraternity, Inc., which he helped charter in 2023, and is the Government Relations and Legislative Affairs Committee Chair for the fraternity’s 2nd District. He also served as President of the St. Mary’s County NAACP and Treasurer of the NAACP Maryland State Conference, championing civil rights and social equity throughout the state.
William is a certified Project Management Professional (PMP) with deep expertise in project scheduling, cost control, contract management and operational planning. He is a 2003 graduate of the United States Military Academy at West Point, where he earned dual bachelor’s degrees in Economics and Systems Engineering. He later completed his MBA at the University of Alabama.
