Labor Laws Hurt Poor, Black Americans"},"content":{"rendered":"<p>Minimum wage laws \u2014 a centerpiece of President Obama\u2019s class warfare agenda \u2014 has its origins in anti-black sentiment?<\/p>\n<p>Yes!<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-6662 alignright\" src=\"https:\/\/nationalcenter.org\/wp-content\/uploads\/2017\/02\/P21HoraceCooper.jpg\" alt=\"P21HoraceCooper\" width=\"102\" height=\"122\" \/>That fact and other unsettling details about the racial underpinnings of progressive labor laws are laid bare by <a href=\"https:\/\/nationalcenter.org\/P21Index.html\">Project 21<\/a> co-chairman <a href=\"https:\/\/nationalcenter.org\/bios\/P21Speakers_Cooper.html\">Horace Cooper<\/a> in a new paper published by the Capital Research Center.<\/p>\n<p>Featured in the June issue of the Capital Research Center\u2019s \u201cLabor Watch,\u201d Horace chronicles a myriad of landmark labor laws to show how many of them were tainted by the Jim Crow law mentality of the era in which they were created.\u00a0 But, rather than throwing them on the ash heap of history like other racial laws of that era, these progressive labor laws are still championed by the left and their troubling histories are largely ignored by those regularly hypersensitive about issues of race.<\/p>\n<p>In the paper, <a href=\"http:\/\/capitalresearch.org\/wp-content\/uploads\/2014\/06\/LW1406-final-for-posting-140528.pdf\">\u201cThe Untold, Racist Origins of \u2018Progressive\u2019 Labor Laws,\u201d<\/a> Horace writes:<\/p>\n<p>Many federal labor laws in the United States originated in efforts to saddle black men with extra burdens and limitations, in order to (as racists often put it) \u201cprotect white jobs.\u201d\u00a0 Tragically, these laws, in one form or another, remain on the books today and continue to hamper the ability of blacks, especially men, to enjoy gainful employment.\u00a0 Yet so-called Progressives hail these laws for their supposedly humanitarian effects, and praise the sponsors of these laws for their supposedly good intentions.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-6663 alignright\" src=\"https:\/\/nationalcenter.org\/wp-content\/uploads\/2017\/02\/CRCpaper-232x300.jpg\" alt=\"CRCpaper\" width=\"232\" height=\"300\" \/>For instance, the Davis-Bacon Act of 1931, which requires a \u201cprevailing wage\u201d (read: local union rate) for federally-financed or federally-assisted construction projects, had the \u201cprimary objective\u2026 to make it harder for black tradesman to compete for work on federal construction projects.\u201d<\/p>\n<p>Horace also notes:<\/p>\n<p>In the 1920s and \u201830s, black tradesmen were generally barred from joining most labor unions, which meant that any mandated \u201cunion wage\u201d was effectively a \u201cwhite man\u2019s wage\u201d and, at the time, would not be paid to an itinerant, non-unionized black construction crew.<\/p>\n<p>Even the National Labor Relations Act of 1935, the \u201cquintessential labor-law achievement of the Progressive movement\u201d that allowed union organizing, collective bargaining and labor strikes had \u201cracially significant exceptions\u201d in the fact that the law did not apply to agricultural and domestic workers \u2014 groups that had extremely large black participation rates.<\/p>\n<p>And the minimum wage guarantee set up by the Fair Labor Standards Act of 1938 also contained an exemption for agricultural jobs.<\/p>\n<p>Horace points out how these unfair laws continue to affect black America:<\/p>\n<p>The laws all but eviscerated opportunities for blacks, particularly unskilled black men, and the racial consequence \u2014 to use a liberal term, the disparate impact of these laws \u2014 continues today\u2026<\/p>\n<p>Before these laws were enacted, blacks were making rapid progress.\u00a0 Hiring blacks made good economic sense and practically every black man that wanted a job could have one.\u00a0 Black employment empowered the community and led to dramatic gains in terms of lifestyle.\u00a0 Black employment was so robust that non-black communities organized and successfully created roadblocks to give one group \u2014 white men \u2014 a competitive advantage.\u00a0 The
